You will laugh ruefully, then maybe shudder a little as you recognize how much your own workplace, and many\u00a0others, resemble the kind of dysfunctional\u00a0mess the OSS meticulously planned during World War II.<\/p>\n<p><strong>Organizations and Conferences<\/strong><\/p>\n<ul>\n<li><em>Insist on doing everything through \u201cchannels.\u201d Never permit short-cuts to be taken in order to expedite decisions.<\/em><\/li>\n<li><em>Make \u201cspeeches.\u201d Talk as frequently as possible and at great length. Illustrate your \u201cpoints\u201d by long anecdotes and accounts of personal experiences.<\/em><\/li>\n<li><em>When possible, refer all matters to committees, for \u201cfurther study and consideration.\u201d Attempt to make the committee as large as possible \u2014 never less than five.<\/em><\/li>\n<li><em>Bring up irrelevant issues as frequently as possible.<\/em><\/li>\n<li><em>Haggle over precise wordings of communications, minutes, resolutions.<\/em><\/li>\n<li><em>Refer back to matters decided upon at the last meeting and attempt to re-open the question of the advisability of that decision.<\/em><\/li>\n<li><em>Advocate \u201ccaution.\u201d Be \u201creasonable\u201d and urge your fellow-conferees to be \u201creasonable\u201d and avoid haste which might result in embarrassments or difficulties later on.<\/em><\/li>\n<\/ul>\n<p><strong>Managers<\/strong><\/p>\n<ul>\n<li><em>In making work assignments, always sign out the unimportant jobs first. See that important jobs are assigned to inefficient workers.<\/em><\/li>\n<li><em>Insist on perfect work in relatively unimportant products; send back for refinishing those which have the least flaw.<\/em><\/li>\n<li><em>To lower morale and with it, production, be pleasant to inefficient workers; give them undeserved promotions.<\/em><\/li>\n<li><em>Hold conferences when there is more critical work to be done.<\/em><\/li>\n<li><em>Multiply the procedures and clearances involved in issuing instructions, pay checks, and so on. See that three people have to approve everything where one would do.<\/em><\/li>\n<\/ul>\n<p><strong>Employees<\/strong><\/p>\n<ul>\n<li><em>Work slowly.<\/em><\/li>\n<li><em>Contrive as many interruptions to your work as you can.<\/em><\/li>\n<li><em>Do your work poorly and blame it on bad tools, machinery, or equipment.
